The right corner of my big toenail is hurting, I cut it too short?

It's not exactly "ingrown" but just a tiny bit of it is at the same level of the skin. Is there a way to let it keep growing while using something, maybe cotton, to keep the nail growing straight out rather than downwards on that corner into the skin?
