Helppp withh my skiin :/?

soo im puertoricaan , im tan , brown eyes , light brown hairr , my skiin is really drry , but i caant put lotioon on my stomacche cauuse i have eczema .. (a rash) ; when i shave my legs i always got little bumps around my knees that look like ingrown hairs . its really annoying , they never turn out perfectly smooth . i need help . im known to be "thick & pretty" but my stomache and legs bother me . i wear shorts all the time ... i dont have acne or pimples anywhere . its just the roughness and texture of my skin . btw im 12 :/ someone helpp !
